Is it possible there is a problem with the bill?

Anyway, Reid knew there was no way Republicans would go for this bill, with amendments subject to a 60 vote process and the bill with a 50 vote process. He may have had his reasons to do that, but it was doomed to fail and he had to know it (or he has to let somebody lead the caucus), so no reason to be irritated by Landrieu trying to save her seat.
