Human Decency

I did a DU site search on "human decency" and got lots of hits, most pointing out obvious violations of "human decency" or questioning the "human decency" of certain politicians, institutions, or policies. I didn't find any definitions of "human decency". This photograph represents to me a definition of "human decency": if you encounter a something in trouble, you reach out to help - the thing doesn't have to be a another person; it could be another animal or plant; it might even be a planet.
The photograph was taken in New York. Evidently, this is a piece of public art in New York. My searches didn't reveal the where or what or by whom of this art. I welcome the help of New Yorkers (hrmjustin?..) in identifying the sculpture.
I won't attempt to recount the journey that took me "a way a lone a last a loved a long the riverrun, past Eve and Adam's, from swerve of shore to bend of bay" from The God Delusion (
pg. 168) by Richard Dawkins and brought me "by a commodius vicus of recirculation" to this image. It was a strange trip.
