That is, what the law requires is the most significant thing that will happen. I make this point because right wing logic usually claims that social legislation will have the exact opposite effect of its basic purpose. Yes, unintended consequences happen, but usually the the biggest effect is what it is intended to be. For instance, the claim that raising minimum wage will create unemployment.

So, the primary effect of higher minimum wage is that workers will be paid more. The primary effect of cutting food stamps is that people will have less food. The effect of restricting gun ownership is that there will be fewer guns.
