Most people would have a psychotic break after a day or 2 locked up in the bunker underground.

The funny part is the power generating and air exhausts will have to be outside. From there it will be real easy to get the ones locked up in the bunker to come out so you can easily take their stuff. Of course this is in the event of total anarchy so lawless activity would be rampant anyway.
