Who is "The Enemy"?

saw some commercial spot for (presumably an injured veteran soliciting private support for rehab programs?) something,
I didnt stay tuned as I dont listen to commercials, or much TV at all, but was struck pretty hard by the use of the term-

Anyone I am tasked to kill and or subdue... As a soldier I agree to do what my commanders task me to, and they establish who the enemy is.
As for the unbelievably fucked up thought process that decides a group is an enemy at one grid square and an ally at another, I... um, well I got nothin

I appreciate the straightforward explanation.
It just struck me as an odd word in the context of invasions under questionable pretext.
this sort of sums my sense of the word-

but I realize it has another use, as I heard moments ago.
