because they would spy on Congress to make sure they were unaware that they had such a "device necessary to maintain national security".

Besides, even if they found out about it, it would be too classified to discuss it due to the fact that the "device is critical to maintaining national security".

How do you provide oversight for an organization that rules what you can and cannot know, even as a member of Congress, and what you can and cannot disclose to the American people, even as a member of Congress? You can't, thus that is why we are where we are.
