They "owned it for decades" because they had the same incumbent for the last four decades.
The president won the district (both times) and Sink herself won the district in her gubernatorial race... and almost all polling (all that I saw) showed her with a lead over the last several weeks (though close).
But no... there's also no proof of the accusation you replied to.
