First, I can well understand the problems he is facing. He needs to take a stand on the Ukraine mess--one that doesn't commit us to a disastrous outcome. He is doing the best he can--and maybe the best that can be done--under current circumstances.
And no, he never did support the war; nothing in his statement suggests that; rather, the contrary.
HOWEVER--
The best that can be done under current conditions now really does smack of hypocrisy. There is no good, clearcut and principled stance remaining for him to take.
These current circumstances are the result of his failure to clearly demarcate a change in position from the criminal acts of the previous Administration.
The best way to have done that, of course, would have been to subject those responsible for our pre-emptive and illegal invasion to prosecution, either here or in the Hague (I know too little about international law to comment on what would be the proper venue for a trial). The DOJ needn't have actually indicted Bush if the political fallout would have been too great, but there were certainly enough other culprits available for prosecution to make the point that we were admitting our error and taking restorative action.
So--the current Administration dug its own hole by its failure to take a principled stand years ago.

Obama administraiton failed to realize you can't go forward if you are in a car is stuck on the parking gear.
