2. I asked that too but....

in January I was scrambling at the last minute when I realized the deadline for February coverage was sooner than I thought. We made it but they ended up extending the deadline to accommodate all.

Some folks are probably scraping the money together. Others don't have access to computers or someone to help them with the process. Others probably just found out about it. I know people who will get coverage for free but didn't know how to apply or what to do. Not everyone has access to information. Hard to believe but true.
