Well, duh.
Rising tides can and often do lift all boats in societies lucky enough to experience economic growth. But the effect is not automatic, according to a study released by a nonprofit that measures the social progress of countries around the world.
The Social Progress Index, from the Washington, D.C.-based Social Progress Imperative shows that, as a rule, countries with higher incomes measured in gross domestic product (GDP) per capita tend to enjoy greater social progress. But high incomes do not tell the whole story.
For example Norway, which has worlds highest per capita GDP at $47,546) finishes in 5th ranking behind New Zealand, whose GDP per capita is almost half that of Norways.
New Zealand was, in fact, the top-performing country. Switzerland, Iceland, Netherlands and Norway rounded out the top five.

...they apparently think tides rise from the top down.
