The Carter Center works to eliminate parasitic diseases in Africa, among other things.

People are disabled by huge worms in their legs and bodies.

It takes a 50 cent dose of a dewormer pill like you would give your dog for heartworms.

And it brings people back to being able to live and work without being disabled and in severe pain.

especially the Clintons, their tax rate is far too low and they do have millions. Some decide to just stash the money, others decide to help the poor and unfortunate. Mr. Carter, who still works on job sites for Habitat for Humanity, isn't mentioned here.
This great cartoon is addressing America's love for dynasties of the wealthy and powerful families in America. They are the ruling class, and they decide what's good for the rest of us and who gets help instead of government programs which spread the wealth regardless of who the powerful deem worthy.
The biggest difference with the Clintons is, they didn't inherit their wealth.
