(Jay)Nixon: Bill eliminates income tax

http://www.news-leader.com/story/news/politics/2014/04/22/nixon-republican-bill-eliminates-income-tax/8001661/

JEFFERSON CITY – Democratic Gov. Jay Nixon's administration says a Republican tax cut bill passed last week would actually eliminate the income tax for earners in the top bracket, a charge Republicans call "laughable."

The General Assembly last week passed Senate Bill 509. The legislation reduces the top personal income tax rate of 6 percent to 5.5 percent by 1/10 of a percent each year beginning in 2017, provided that the state's general revenue continues to grow.

(snip)

Ardini pointed to a sentence in the bill that reads: "The bracket for income subject to the top rate of tax shall be eliminated once the top tax rate of tax has been reduced to five and one-half of a percent."

(snip)

"As written, proposed new section...appears to completely eliminate the top state personal income tax bracket," Block wrote.

A fiscal analysis from the Office of Budget and Planning estimates that if the income tax is eliminated for that bracket, the state will lose about $4.8 billion in revenue annually.

(end snip)

I am at a loss for words right now. At least words that I can print.

I went to college in Pittsburg, KS, in the southeast corner of the state in the early 90s. Everyday, I would get the KC Star to find out what was going on in Kansas and Missouri. One year, republicans passed a public decency bill (I don't remember the exact intent) that was so convoluted that after it had been signed into law, someone took it to some language professors and professional linguists who dissected it and discovered that they had outlawed all sex.
