The Chinese, I believe, ceased building steam locos about 25 yrs ago, IIRC, they were of British design. The U.S. started switching to diesel-electric in the 30s, and quickly replaced steam.

That frame hoisted about in the video was all-important. A resurrected oil-fired steam loco (built 1914) operated in Central Texas for some years in the 1990s for tourists. It had to be discontinued due to a failure in the frame. I don't think it was put back into service.
