During the same period, the DOW is up from 9700 at the end of Oct 2009, to about 16,000 now.

The markets are only going up because of QE. Bad news means QE will continue. Good news means that QE could come to an end, but everyone knows QE can never be stopped because the economy is actually horrible, so even then the markets eventually go up. Bad news is good, good news is good. The only goal of the Fed is to make the stock market go up. It works until it crashes again.
