. . . since before going into the mine, he would have to bring his mine up to OSHA standards, which in turn requires that he spend money to benefit the people who make him rich. That would put him at a competitive disadvantage with mine owners who don't bother with OSHA standards but find that kind of money better spent buying off regulators, judges and bribing contributing to the political campaigns of congressmen.
