given the third one has run repeatedly on the importance of RnD and that the policy is far from black and white, I am all but shocked, on that one. A rare. you voted your convictions...

That said, it demolishes the mantra of deficit bad since it has zero offset. But this is one of those bills that has been around since way back and extended every so often, and has pretty much bipartisan support for valid policy reasons.

I know, I know, I read beyond the vote... the article you linked to actually makes the same point I just did.
