Why the Sanford Police Chief has not yet been fired.

Firing a public official, even an appointed official is a difficult thing to do even if a CM can show cause. Firing someone without showing cause after an investigation is nearly impossible, unless there is a contract clause that permits it (typically found in agreements between CM's and City Councils). So don't hold your breath unless an until it's shown that the Police Chief ran his department in such a way that led to the events of that night in February. I think it's more likely that the officers involced in this investigation and the one involving the beating of a homeless man in 2008 will be disciplined up to and including termination.
