Medicaid is funded through taxes and the government can hire contractors to perform work so it should be okay as far as the funding source.

And yes it is the government buying coverage for Medicaid. If Part D is fully paid for by government then that is the same. Do we pay anything for our own Part D?

Donut hole is still 50% too.

They give you a window to sign up or it goes up but you aren't required to take it. On an individual basis, you probably should to have drug coverage but it is unfunded and we pay big on the drugs.
