If the IRS can issue a regulation which changes the wording and intent of a LAW

then why can't any government agency do the same thing. I am referring mainly to the agency that handles Obamacare. Republicans seem up in arms that Obama is not following the letter of the Law eg. employer mandate. In fact they say that is cause for Impeachment. I know regulations carry the weight of Law but how is it they can change the actual intent of a Law and still be legal?
