Mayor Rahm Emmanuel has called on the assistance of the United States military to help patrol the blood-soaked streets of Chicago. The unprecedented move is one step away from declaring total martial law in the nations third most populous city.
During 4th of July weekend, 82 people were shot in an 84 hour period, with a total of 14 succumbing to their injuries. Though the number of murders has fallen drastically since the 1990′s, the violence in Chicago seems to be increasing dramatically.

With their failing strategies to protect the public, city officials will now go in a different direction and call upon the services of the National Guard.
The U.S. military will act as a liaison for the Chicago Police Department and will not be given free reign to enforce the law, at least at this moment.
The city, which has been given the nickname Chiraq because of its violent present, will now see increased police presence and armed guards in dangerous neighborhoods.

(3,163 posts)I suspect this is just ignorant reporting, in which the reporter conflates the US military and the National Guard, assuming that they are one and the same. There would be no need to call in the National Guard and then use use military as "liason." The National Guard has a fully trained and capable command staff which is perfectly able to laise with the civilian authority. That is, in fact, a fundamental part of their training, since this kind of callout is a basic part of the National Guard's role.

(3,163 posts)It was passed after the Civil War to eliminate the military from continuing to "maintain order" in the South. In 2006 a bill was passed allowing the use of th military to restore order in the US, but that was repealed in 2008, so the Posse Comitatus is still in effect.
The NDAA allows the detention of domestic terrorists by the military, but it does not reverse Posse Comitatus.

(18,318 posts)deterrent to a militarized central command able to intervene locally wherever the feds or POTUS wants, the core element to the Unified Presidency. If ever there was a harbinger as to what Bush & the Neocons wanted, it was the short-lived repeal of Posse Comitatus. Congress somehow stumbled around and figured it out.
People here in DU should take note of this near-history when ascertaining the near-future. It ain't difficult: Touch 2 wires, light goes on.
