Rick Perry is sending his National Guard to the border. What exactly are their rules of engagement?

Are they carrying their weapons locked and loaded? Are they even carrying weapons at all? What are their orders in the event they do come across someone they suspect of crossing the border illegally? Are they allowed to forcibly detain them? Are they allowed to fire warning shots? What exactly are their orders and procedures?

Visual props sent by Perry for a $12,000,000 fee billable to the Feds. The price tag for "leadership" and "decisiveness" points actually having to speak to the cameras, he will have a fighting chance for the GOP nomination.
