Cops wear cameras and microphones recording everything they do and say, when a case of potential police abuse comes up, there is instant, on the scene review by a panel of civilians who review and make judgment on the scene...the panel are not unlike the jury here, drawn up electronically to skype in and do their job...
Heard this from a caller on Mark Thompson's Sirius show "Make It Plain" just now...brilliant.
Not unlike NFL instant replay
