Lee Terry is part of a dwindling club a club that few of his fellow members of Congress would ever willingly join.
Terry represents a swing district, one that is neither solidly Republican nor solidly Democratic. Unlike the vast majority of his congressional colleagues, Terry will have to fight for political survival for the foreseeable future, including a tough re-election battle in November.
Thats partly because of the numbers.
For the past several decades, the number of swing congressional districts has been on the decline as the country has become more polarized along red and blue lines. In 1998, 164 congressional districts were identified by the respected Cook Political Report as competitive.
