"News dumps" occur after 4 p.m., before the news releasing office closes. Former Massachusetts Governor Mike Dukakis was BIG on Friday news dumps during his tenure in office; every Friday at 4 p.m. (or later if his office thought they could get away with it) the bad/uncomfortable news would be released.

does not take it to a grand jury (and hopefully prosecutes the cop in criminal court) the Feds might have a good case for a Federal case against the cop. I watched MSNBC all last night and one legal expert indicated that there is already more then enough to go on to write up a bill of indictment.
