To distinguish himself from Nixon. Who was running on a "law and order" mantra. ( Borrowed from 3rd party candidate George Wallace.)
In a campaign in which Dick Gregory was "the" fourth party candidate. ( Peace and Freedom Party? Something like that.)
Maybe Hubert borrowed it from Dick. ( Gregory, that is.)
"Law and Order"... or the perceived lack of it.... was everywhere that year.

I never learned hate at home, or shame. I had to go to school for that.
We used to root for the Indians against the cavalry, because we didn't think it was fair in the history books that when the cavalry won it was a great victory, and when the Indians won it was a massacre.
