I think development differences and how culture handles them are most likely to blame. Boys hit puberty, they enter this really hyper sexualized environment, while girls who hit puberty are shamed. Segregating women over periods has literally been the way human society has dealt with women for much of its existence. This is changing with a more sex-positive culture and women are being allowed to appreciate more sexualized media as time goes on. I don't know if that would be a positive trend or if it'd be better to adopt a more puritian type of sexual approach like in The Dispossessed.
