Moscow's Explanation

Russia's child-protection ombudsman said on October 1 that a same-sex American couple established guardianship over a Russian high school student who was in the United States on an exchange program. Pavel Astakhov said the alleged incident was one reason for Russia's decision to scrap the 21-year-old FLEX program.

#1 - A thumb in the eye of the US by refusing to send their kids to us

#2 - Their young people do not get to see Americans and understand us better (and consequently develop relationships and a liking for us)

#3 - Once again they play the game of appealing to their right wing religious folks by attacking teh gay.

establishing a dictatorship, find a target and then persecute that target creating bonding with the populace by hatred of that target, then link that bonding to other dictatorial goals. So common with dictators over the eons. He's got the old playbook out!

Russia said Wednesday it had halted the program after one of its students had failed to return home. The move comes amid serious strains in U.S.-Russian ties over Russia's actions in Ukraine.

And this "Business Insider" piece mentions in its very last sentence (after whining for about 30 paragraphs about something else)

... that the U.S. side had violated its obligation to return Russian students to their country when "a Russian teen stayed behind in the United States."


So, is it really true that these Russian high school students in the US are able to choose on their own and without their parents' permission to be adopted and stay in the US?
