If he was non-contagious, yes. There is a difference between being contagious and not.

According to all of the docs on TV, ebola isn't contagious until you're showing signs and have symptoms, and the incubation period is up to 3 weeks.

In the case of Duncan, he was exposed, but had no symptoms so didn't know for sure he was infected. I'm wondering if he even knew he had been exposed. A report says those caring for the pregnant woman thought her illness was related to the pregnancy. He may not have.

If someone else gets infected blame seems to lie with the hospital for not being diligent.
