THe English speaking throat-cutters seem to speak English like native-speakers...which suggests they could be known in their home countries.

American police also wear balaclava's, as part of presenting an intimidating, possibly ninja-like, appearance. And terror/intimidation seems to be part of the purpose of the throat-cutting. So it could be part of the costuming for the made for video events.

terrorizing people...you may not want to be recognized on the street. If I were living over there and "recognized" one of those fundamental extremists, I'd definitely be in fear of my life and I would strike first. or at least try to.
