The government is the contractor & they don't want the wealthy to do without their luxury items ... the rich get tax cuts & infrastructure spending (roads & bridges) gets cut to a minimum.

It also illustrates that without that infrastructure (everything government does in society to enable modern life) the wealthy can't enjoy their luxury items.
