And it drives the unconscionable arrogance of a criminal government systematically implementing mass surveillance, suppression of dissent, criminalization of investigative journalism and whistleblowing, and relentless campaigns of propaganda, diversion, disinformation and smear targeted at its own citizens.

there are also several abandoned larger institutional sized buildings in any major city that could be converted to permanent shelters. The fact that people are homeless is because a large segment of society believes that people who are down on their luck deserve it.
