I know which my money would be on, though I can't prove it, of course, unless Horsey actually comes out and says "I wanted to make him black, but the paper/syndicate said no".

White cartoonist draws a white guy without thinking about it.
Sort of like when I went to Sunday school at a black church and all the kids colored in the faces of the pictures to be black and brown, which, as a white kid, I never would have thought to do.

Maybe if, more people that look like the person in the toon (i.e., white, male) had actually died attempting to exercise the "right", the problem of not voting would correct itself.
