(I think Atwater... definitely Haldeman.)

Interestingly there's some evidence the term goes back to WWII and the "rat" is short for "ration" -- it was applied to taking the good stuff out of your buddy's C-rats for yourself. (Now, or at least 10 years ago when I was still in , it just meant field-stripping the MRE).
