Most foundations of great wealth are mainly for show, to keep their image sneaky clean. If they look like they are giving, people won't get upset with them about their hoarding addiction. Many foundations give a mere pittance of their holdings. Also the foundations of the wealthy are a great place to stash, tax-free, their money. And usually the chair people are family and take massive salaries.
