Pack of dogs kills girl on Pine Ridge Reservation

http://www.argusleader.com/story/news/crime/2014/11/19/official-dog-attack-killed-girl-pine-ridge-reservation/19286029/

Excerpt:

Pine Ridge authorities are looking for a pack of dogs that attacked and killed an 8-year-old girl Tuesday, and are warning parents not to leave their children outdoors unsupervised.
Deputy Police Chief John Mousseau said Wednesday that the girl, who has not been identified, was attacked around 5 p.m. while sledding near her family's home along Highway 407 just south of Pine Ridge.

He would not release details of the incident, but said his department was "devoting every resource available to locate the responsible pack." They had not found it as of Wednesday evening.

Police Chief Ron Duke told the Rapid City Journal that the girl's death has renewed concerns about packs of dogs moving unrestrained in every district of the reservation. Duke was urging parents to not leave their children outdoors unsupervised until this particular pack was located.

The child has been identified as eight-year old Jayla Rodriguez.

Wind River Reservation has problems with dog packs too, and last year a woman there was attacked by a pack. Fortunately, she survived.

There is a feral dog problem in western states. Often times wildlife are blamed for what the feral dogs have done.

In addition to the two incidents mentioned upthread, there is also a report of a 40 yo woman, again on the WRIR near Riverton, who has been found and investigations of whether she was killed by animals or if she was killed then assaulted by animals. Might be a similar case, but then, it was absolutely frigid (around < -20F) during the nights surrounding her death this last week.

That poor little girl.

I am very wary of strange dogs, and people think I overreact, but I've heard a lot of scary stories.

Pine Ridge Area Dog Assistance

excerpt:

Written today by a member of the Pine Ridge Community TO The Pine Ridge Community….and sent to us. I am sharing her powerful words.

"The most horrific incident of a precious child has prompted me in sadness, grief and mostly anger to write this letter. It cannot be comprehended. All claim to value, respect and protect life; all life, yet this is not the case.

The Dog Nation is suffering and you... walk by them, they starve in front of you, they are run over and you keep on going, you abandon them or dump them off at the trash pile like waste. They are abused and neglected like so many others. When will people stop stealing and dragging home animals that cannot be cared for. How do you forget to adjust a collar on an animal to have to cut into the flesh – neglect. That three-year-old child does not need a puppy honestly how responsible is that?

Adults you are not thinking or acting in the best interest of anything or anyone. They are cold (bring them in at night, make a warm place for them), they are hungry and yet you go by them as if they do not exist – just a dog. These ones have carried your burdens and your prayers and yet you treat them like this? All I can say is that I am sickened by this lack of respect. They are not spayed or neutered and go on to create dozens and dozens of animals in as many months.

They must be spayed and neutered. The answer is not bullets and roundups; the answer is education and humane care. There are amazing organizations and people who have taken the time to become the advocates of the animals and as endless as it seems, rescue continuously abandoned, abused and suffering, starving animals.

But this morning...

PINE RIDGE, S.D. (ASSOCIATED PRESS) - Oglala Sioux officials have rounded up and killed a number of dogs on the Pine Ridge Indian Reservation following the death of an 8-year-old girl who was attacked and killed by a pack on Tuesday.

Deputy Police Chief John Mousseau says that "a horse-trailer full" of dogs was killed Thursday.

Some residents are upset by what they say were unnecessary dog seizures and brutal tactics.

Tuesday's death happened while the girl was sledding near a housing complex. It renewed concerns among tribal leaders about the longstanding problem of packs of roaming dogs.

Pine Ridge resident Joe Locust described Thursday's dog roundup as "Gestapo tactics."

Mousseau said all stray dogs are being viewed as potential threats to public safety.
