Questioning President Obama's Leadership Over the Secret Service Scandal

Many at DU may know that a number of Republicans have claimed that the Secret Service prostitution scandal is a sign of President Obama's lack of leadership. What about President Bush? Before Dumbya left office, he converted a large number of appointee position to civil service (i.e., permanent government) positions. As a consequence, they can't be fired without due cause. He burrowed loads of his operatives that way.
