Wall Street has controlled both parties at least since the 1980s (some would say the 1960s or since the invention of the stock market).
Now, in 2015, without real regulations or oversight - the elite control both parties and all three branches of government. It's like someone else here pointed out, the non-governing elite control the governing elite.
Maybe it has always been that way.
