(2,397 posts)The Foreign Ministry statement that said Chen was a normal citizen who may apply to study overseas.
"Chen Guangcheng is currently being treated in hospital. As a Chinese citizen, if he wants to study abroad he can go through the normal channels to the relevant departments and complete the formalities in accordance with the law like other Chinese citizens," the statement said without elaborating.

The Chinese government puts the "average" citizen through hell to file paperwork for a passport. If you get the papers they ask for, they somehow find more for you to file. Its a nightmare. Even for "foreigners" as I was--to get a Visa while in the country is like pulling teeth.
