He said before the fact that he wanted to go to war and finish the job that his dad started.

Shrub got exactly what he wanted, so I guess in that regard he was smart enough to achieve his ends.

And he said he wanted to go to war because war presidents got everything they wanted...like when he wanted to spend his "political capital" in his second term by taking down Social Security. He was wrong about that, as about everything else: while he got the war he wanted in Iraq, his remaking of the entire Middle East certainly didn't go as planned and his plan for SS was dead on arrival. He did manage to enrich his friends even while tanking the economy though.
