You have to be over 18 then the clerk will open the doors and you can make your selection. It is meant to reduce inhalation abuse and curb graffiti according to the authorities.

15. Anything related to smoking in some stores. Usually most places don't for lighters here.

I'm not sure if it's store policy or the state law actually says they are supposed to. I smoke cigars and a pipe sometimes. Scanning pipe cleaners will also give the checker an ID required message at Safeway here.
