Has ACA been fully accepted?

My apologies for not keeping up with Lori Klausutis' old boss, as Im sure the answer is within,
but, it appears my hunch that the IRS would be used to clusterfuck and cripple the ACA was mistaken.
is it possible Republican's have grown accustomed to this reform?

1. They are past that. It may be eviscerated this June by another Supreme Court

Decision.

They continue to vote to repeal it at every chance.

I don't call that acceptance.

2. They won't have the votes in Congress for any repeal while Obama is President.

At this point they're just waiting for the upcoming Supreme Court decision
on subsidies and the 2016 elections.

7. Well if the Republicans win in 2016 I expect more insurance-industry

concessions. Note that much of the implementation of the ACA depends on rules made
by the Secretary of HHS and the IRS so a lot can be changed without even passing a bill.

I fully expected an authentic opposition in congress to utilize a defunded IRS to hamstring the ACA.
Apparently, that has not come to be.
It suggests complacency to me.
