The President doesn't need Congress to release the TPP text. He never has.

Yeah, they're drafts. So what? And he could always release it with notes saying this or that still remains to be negotiated, or just release finished portions of the text. The TPP is almost through the negotiation process. There have been 24 rounds of negotiations and the WH and the USTR have both stated that there are only a few issues remaining on the table, like rice with Japan and dairy issues with Canada.

So why doesn't President Obama want the American people to see what's completed BEFORE the TPA (fast track) vote?

What are you hiding, Mr. President?

This is YOUR trade deal. It's you who doesn't want the American people to see it before passage is all but assured and that's what tpa accomplishes. Pass the TPA and the TPP gets passed- by 2 to 5 votes, with largely republican support, just like almost every other FTA in our history. Why does the tpa pretty much assure passage? Sausage making; arm twisting, threats, cajoling and promises. Effective tactics that almost always produce just enough votes for passage. This isn't conjecture, it's history.
