The constitution requires some bills to start in the House.
Also Bernie is not an Army of one, so what is a this foolishness about Bernie introducing a bill for consideration such as his, Robin Hood Tax.

(11,804 posts)That's what all politicians do, with few exceptions, and none of those exceptions run for President.
More to the point, part of his candidacy is surely to raise issues like this and get people talking about them - asking questions about why the deck is so stacked against them. The truth is we don't need small bandaids - we need big changes. Are all of Sander's plans likely; they aren't. But if we keep going down the route we are going than America will increasingly resemble a third world oligarchy which works for a small percentage of it's citizens, while the rest have hardscrabble lives.
