Beatification of Romero signals new understanding of martyr

VATICAN CITY (AP) -- The upcoming beatification of El Salvador Archbishop Oscar Romero is doing more than just giving Latin America its long-awaited saint-in-waiting. It has helped redefine the Catholic Church's concept of martyrdom and paved the way for others killed for doing God's work to follow in Romero's saint-making footsteps.

Traditionally, the Catholic Church recognizes martyrs as people who were killed for refusing to renounce their faith, often during bouts of anti-Christian persecution. It assumes that the killer intended to kill out of hatred for the person's belief in Christ, such as the many Christian martyrs being killed today in the Mideast at the hands of Islamic extremists.

A martyrdom declaration exempts the saintly candidate from the beatification requirement that the Vatican confirm a miracle attributed to his or her intercession. A second miracle is usually needed to be canonized.

Romero was killed by right-wing death squads - presumably baptized Catholics from the overwhelmingly Roman Catholic El Salvador - who vehemently opposed his preaching against the repression of the poor by the army at the start of the country's 1980-1992 civil war. Romero was gunned down on March 24, 1980, as he celebrated Mass in a hospital chapel in San Salvador.

Israel and El Salvador

From its earliest attempts to establish itself as an arms exporter, Israel had enjoyed the patronage of the military of El Salvador, which ruled that small, densely-populated country on the Pacific side of the Central American isthmus on behalf of a powerful plantation oligarchy.

In 1973 Israel took orders from El Salvador for 18 Dassault Ouragan jet fighter aircraft. Israel had obtained these planes from France for its own use. Refurbished and delivered to El Salvador in 1975, they were the first jet fighters in Central America, representing a significant jump in the level of military sophistication in a region where war had flared between Honduras and El Salvador in 1969.

Military links with El Salvador actually began around 1972, when the Israeli Defense Ministry carried out a youth movement development program there. Alongside their arms sales, the Israelis also sent advisers to El Salvador. Former Salvadoran Army Col. and Undersecretary of the Interior Rene Francisco Guerra y Guerra recalled that during the 1970s ANSESAL, the Salvadoran secret police, had security advisers from Israel. According to Guerra, as a low-ranking ANSESAL officer, Roberto D'Aubuisson, who would later rise to prominence as leader of a far-right faction linked to death squads, was a student of the Israeli instructors.

At least one Salvadoran officer, Col. Sigifredo Ochoa was taught by Israeli trainers in El Salvador and also went to Israel for training in the mid- 1970s. Ochoa, who was credited with a massacre of civilians in 1981 i° made no secret of his preference for his Israeli mentors over the U.S. advisers who came to El Salvador after 1981. The Americans, he noted scornfully, "lost the war in Vietnam." During the Israeli siege of Beirut in 1982, Ochoa proffered an "Israeli solution" for Central America: a combined assault by El Salvador, Honduras, Guatemala and the anti-Nicaragua contras against Nicaragua.

When the Carter Administration took office in 1977 it wasted little time putting into practice a principle enunciated during the presidential campaign and by Congress in 1976: U.S. aid would be cut off to recipients who were gross and persistent abusers of human rights. The idea was to encourage dictatorial regimes to modify their behavior and reinstate themselves in Washington's good graces.

On New Years Day in 1986, El Salvador's ambassador to Jerusalem presented his credentials to the Israelis. (Ambassador Enrique Guttfreund Hanchel was a former president of the Jewish community in El Salvador and also of the Central American Confederation of Jewish Communities. The following month Israel's ambassador in El Salvador said, "We will be reinforcing our technical cooperation in the agricultural and community development fields, in which we are considered specialists." By that mouthful of euphemisms the ambassador meant that Israel would help El Salvador strip the last shreds of dignity and hope from thousands of civilian victims.

Harking back to the scorched earth military pacification plan which Israel had helped Guatemala implement a non-governmental community development worker spelled out the nature of Israel's specialization: "Once you have Israeli technicians coming into the country, you can have military trainers coming in under the guise of agricultural technicians. That is what they did in Guatemala." An adviser to President Duarte said the government hoped that Israel's agricultural assistance would prop up the agrarian reform program and "keep thousands of peasants from joining rebel ranks out of frustration." The Israeli ambassador said that his country's aid would be channeled through the government agency supporting the military's relocation projects, Dideco.

I'm a believer. I also believe in what others have found on this journey.

The good Bishop stood up to the forces of evil in this world. He reminds me of President Jean Bertrand Aristide of Haiti who lost an eye when assassins shot him as he performed Mass.

FTR: I am not calling Israel or the US evil; just a lot of the actions by their leadership over the decades, including training death squads in El Salvador, Haiti and throughout the world where the poor have next to nothing and the rich have most everything worth having.

The usual account of this super-agency’s origin is that it was

the brainchild of Count Alexandre de Marenches, the debonair and mustachioed chief of France’s CIA. The SDECE (Service de Documentation Extérieure et de Contre-Espionnage)…. Worried by Soviet and Cuban advances in postcolonial Africa, and by America’s post-Watergate paralysis in the field of undercover activity, the swashbuckling Marenches had come to Turki’s father, King Faisal, with a proposition…. [By 1979] Somali president Siad Barre had been bribed out of Soviet embrace by $75 million worth of Egyptian arms (paid for… by Saudi Arabia)….95

Joseph Trento adds that “The Safari Club needed a network of banks to finance its intelligence operations,… With the official blessing of George Bush as the head of the CIA, Adham transformed… the Bank of Credit and Commerce International (BCCI), into a worldwide money-laundering machine.”.96

Trento claims also that the Safari Club then was able to work with some of the controversial CIA operators who were then forced out of the CIA by Turner, and that this was coordinated by perhaps the most controversial of them all: Theodore Shackley.

Shackley, who still had ambitions to become DCI, believed that without his many sources and operatives like [Edwin] Wilson, the Safari Club—operating with [former DCI Richard] Helms in charge in Tehran—would be ineffective. … Unless Shackley took direct action to complete the privatization of intelligence operations soon, the Safari Club would not have a conduit to [CIA] resources. The solution: create a totally private intelligence network using CIA assets until President Carter could be replaced.97

Kevin Phillips has suggested that Bush on leaving the CIA had dealings with the bank most closely allied with Safari Club operations: the Bank of Credit and Commerce International (BCCI). In Phillips’ words,

After leaving the CIA in January 1977, Bush became chairman of the executive committee of First International Bancshares and its British subsidiary, where, according to journalists Peter Truell and Larry Gurwin in their 1992 book ‘False Profits’ [p. 345], Bush ‘traveled on the bank’s behalf and sometimes marketed to international banks in London, including several Middle Eastern institutions.’98

Joseph Trento adds that through the London branch of this bank, which Bush chaired, “Adham’s petrodollars and BCCI money flowed for a variety of intelligence operations”99

It is clear moreover that BCCI operations, like Khashoggi’s before them, were marked by the ability to deal behind the scenes with both the Arab countries and also Israel.100

It is clear that for years the American deep state in Washington was both involved with and protected BCCI. Acting CIA director Richard Kerr acknowledged to a Senate Committee “that the CIA had also used BCCI for certain intelligence-gathering operations.”101

Later, a congressional inquiry showed that for more than ten years preceding the BCCI collapse in the summer of 1991, the FBI, the DEA, the CIA, the Customs Service, and the Department of Justice all failed to act on hundreds of tips about the illegalities of BCCI’s international activities.102

Far less clear is the attitude taken by Wall Street banks towards the miscreant BCCI. The Senate report on BCCI charged however that the Bank of England “had withheld information about BCCI’s frauds from public knowledge for 15 months before closing the bank.”103
