Bottom line is that it's not a "Secret Agreement" because it's not an agreement. It's an ongoing negotiation between the Parties which is confidential because EVERY treaty negotiation is confidential. When the agreement is resolved the entire document will be made public for 60-75 days before Congress votes on it.
