Every Governor knows they may have to rely on the state National Guard because of wild climate.

Wild climate in Texas, Florida rip tides in multiple counties, Miami streets have high tide breach, Virginia are losing large ship docks to rising sea levels, are starting to put a strain on the state National Guard .

Problem is they maybe in Nepal, at a forest fire, or a war zone, but they finalize realize they may not be here(their state) when needed.

Governors will start to push-back and tell Congress to provide the ARMY and leave the Guard alone.

How, the Congress needs to face up to a need for a, "Draft".
