Madison police arrest African-Americans at more than 10 times the rate at which they arrest whites, a State Journal analysis of department data has found.
A black person in Madison is over 10 times more likely than a white person to be arrested, according to data analyzed by the State Journal that showed African-Americans who make up about 7 percent of the citys population account for 45 percent of arrests.
The vastly different rates of arrest are the latest statistical measure of racial disparities in Wisconsins capital city, a place where, data have shown, blacks are much more likely than whites to struggle in school, live in poverty and be arrested and incarcerated."

(53,475 posts)Nothing is more endangering to a democracy than the militarization of its local police, the letter said. Our police play a vital role in who we are as a nation. We will not have justice in our courts unless it is first a working value of our nations police.
The letter also urged Obama toward a re-examination of where our nations police are today, where they need to be, the kind of people we need to police our communities, and how police should be educated, trained, and deployed. This must be done before it is too late.

It is impossible to have this discussion without acknowledging the role of race. Police in America practice often two styles of policing: one for people of means, mainly whites, and another for those who are poor, racial minorities, immigrants, or mentally ill.
When I talk publicly about the problem of deadly force and disrespect, many white people look at me with puzzled eyes. They dont know what I am talking about because, as it turns out, they have had little, if any, contact with police. Not so for those men and women of color in my audience. They knowand they know all too well. Recent discussions have helped us understand that unconscious bias is inherent in our species; what is needed is being able to identify and manage it.

Police exist to prevent crime and disorder.
Police ability to perform their duties is dependent upon public approval of police actions.
Police must secure the willing co-operation of the public in obeying the law to be able to secureand maintain the publics respect.

Police preserve public support not by catering to public opinion but by demonstrating impartial service to the law.

(33,497 posts)Madison and is doing everything to take state government out of the city and move offices to other locales. He hates the University. I know this has nothing to do with your OP, which is unfortunate and sad especially for a city that prides itself as being progressive. But it certainly isn't "Scott Walker's Madison."

As noted in the quotes in the OP, the police have little interaction with the educated and the well to do. The white population in Madison is primarily supported by the presence of the university and by the higher level state government jobs. The black population will be poorer and mostly made up of service workers to the university and state government. The poor have far greater interation with the police than do the educated and well-to-do.
