1. IMO, she's not stupid as much as opportunistic and maybe greedy.

She's playing the long game, hoping for litigation and publicity.

If she's impeached or removed any way, she'll sue. If she sues and it isn't dismissed, she's going for a settlement. A settlement gets her some money and no legal decision that she was in the wrong. And with no definitive legal decision, it encourages other clerks around the country to try this little escapade, on the taxpayers' dollar.

She's being used as a symbol for the intolerant religious right. She just wants the money.
