Davis Is Still The Boss And Could Fire The Deputies Issuing License.

Whether Davis is in jail or not she is still technically the boss and county clerk. She has the authority to fire those deputies if she is allowed to return to that office. Deputies issuing licenses are technically insubordinate.

And she's going to stay in jail until she agrees to issue the licenses.
