Matthew 22:20-22King James Version (KJV)

20 And he saith unto them, Whose is this image and superscription?

21 They say unto him, Caesar's. Then saith he unto them, Render therefore unto Caesar the things which are Caesar's; and unto God the things that are God's.

22 When they had heard these words, they marvelled, and left him, and went their way.

The Kentucky clerk cherry picked snippets from religious text to prop up her bigotry, and adding other phrases of scripture doesn't change the fact that she acted illegally and went against state and federal laws, not biblical beliefs. She brought her religion to her state job. She didn't perform the job she was elected to do, but still took taxpayers money for proselytizing her religion in the workplace. She also prevented other state employees from doing their work and denied other citizens their Constitutional rights.
